I have very bed experience with freelancers so please first read this requirement doc very carefully . Site-wide search functionality, with Google-like accuracy for content and meta-data for media files written in English, Traditional Chinese and Simplified Chinese 6. Easy uploading of Audio & Video for streaming and downloading 7. Easy uploading of PDF & MS-Word etc documents for viewing and downloading 8. Role- & Group-based Access Control 3 o initial user base estimated to be <10-15 people, with access levels ranging from dedicated audio recording uploader, to super-user with unrestricted privilege 9. Basic Workflow automation o e.g. editor finishes document and uploads for approval, approver receives email notification, approver gives OK, relevant roles receive email notification... 10.
