Hi there.
I'm looking to hire an all around Wordpress, Joomla, CSS, PHP, Javascript expert, who is affordable, fast and always ready for projects.
Right now, I just have a fairly simple CSS project request, just to start working with you, but I operate a few websites and will be needing a lot of work done these next few months. So consider this a test of sorts to see how we work together.

Right now, I have a live webcam video player embed code template that I give to people to embed. See attached for code example. I wanted to see if there is a way to make this responsive and maintain ratio on any template/container/device.
What happens is, I just have it at width = 100% but the height is always different and im not good enough at css to make it standardized. Usually, I give it to a client with fixed height, and it looks fine on Desktop, then on mobile it shows a big Gap underneath camera. This is probably a simple fix, for anyone that knows CSS.

This same exact embed example is set to meta-refresh after 20 seconds.
The refresh page (example code also attached) basically loads title of camera / display advertisement, as well as a refresh link.
I placed a responsive, multi-size "horizontal Ad" into this slot (via adsense) so technically it should do 300 x 250 or 320 x 50
A lot of time on mobile i see the ad doesn't allow the user to refresh. (see example)
So I'm trying to figure this out. If the device doesn't support 320 width, I'd like it to use the 300x250 except, push down to the best height and include the link*
The goal is a universal video player embeddable widget that works everywhere without someone having to find CSS fixes each time.
