Your project requirements are more or less detailed in the Excel application provided. So the task is relatively easier to accomplish and would result in a quick turnaround for the website coding. I've done similar work of converting Excel projects into PHP websites with a good success rate, references of which can be provided on demand. To implement it, 1. User Interface design can be done similar to the excel sheet. 2. Ranking methodology will be initially same as the one explained in the sheet for testing purposes. It can be later modified to suit new requirements. 3. An admin section for adding/updating data with: a. A grid based data entry system to enter low volume data on the website. b. An import module to enter high volume data from CSV files. The time taken to develop this application is 10 to 15 days depending on post development modifications required and quick communication.
