Build me a Telegram Bot to Manage Instagram Engagement Group

Instagram Engagement Group Management Bot This Bot uses Telegram WHAT IS THIS The purpose of the bot is to simplify and automate the process of managing Instagram Engagement Groups. This document is the design brief for the project to highlight the functionality and purpose of the bot for development. DEFINITION: An "Instagram Engagement Group" is a group of individuals that share their Instagram’s latest post’s link in order to get engagements(likes and comments) from the other people in the group in exchange for engaging (likes and commenting) on their profiles. HOW IT WORKS The bot scans the group and detects who is following the rules correctly or incorrectly. The bot will warn a user when they fail to follow the rules. The bot will automatically kick/ban the user after a certain number of warnings. It needs to have an admin control panel to manage the settings and rules of the group. I would like for the bot to be explained to me as I know coding. So that I can run it on my own on my server.
