Build me a simple visual simulation

I want to build a simple model - moving simulation so that i can test some variables On screen, you will see a circular track with something to represent cars on it There will be some input boxes - Number of cars - how many cars in the simulation - Number of stations - how many stations on the track - Station Time - how long cars must stop in a station - Travel Time - how long cars should take between stations - Number of laps The user can input numbers into the boxes And click run during the simulations, the Cars will circle the track using the input variables above No car can overtake the one infront If a station is occupied then a car stops just before the car infront It can only move into the station once the car in front has left Once the simulation has run it should show the average amount of time a car spent stopped and a button to run again you can build in any language
