Build (restyling) an incomplete website II

Hi all, The project consist in update code and design of this website: [login to view URL] Please read CAREFULLY the istructions. Now, a freelancer doesn't completed his job, he done a new version with CodeIgniter, I'd like the new freelancer continue his job: first release: [login to view URL] second release: [login to view URL] I'll give all the files and DB to the freelencer that accept the job, He can upload everything in a test server The content must be the SAME OF ORIGINAL SITE, weather station network page ([login to view URL]) is NOT to change, the only thing that is not to modify. I explain some key feature - Home page with: 1) Weather Forecast, customizable from an administration panel->now is done but doesn't work, 2) Last articles, (already done, but with some design improvement) 3) chatbok, is done but we have to change some things 4) ther static contents (sat image, facebook widget, webcams...): this section is already done, is only to check it - Articles section with administration panel for add or modify articles (even this section is done but there are some graphic iprovement to do - Webcam section with administation panel to manage them (already done but doesn't work well, webcam are static images and must be URL for auto-update....are webcam) - Static pages (others page with static content, in the new one, second release some pages missing) - I like second design, but I want some improvments ([login to view URL] ), new freelencer should improve that aspect. I'd like a very clean design, clean code, without errors. NB: There are many articles to insert in the new database manually, old one is not compatible (wordpress) (!!!!!!) Unfortunatly, I have not time because of large delay of previous freelancers, that doesn't completed the job. The entire website must be optimized for SEO (not done) I would like to point out that I would help with the implementation of SEO and content, many tables for example for weather station data I have already prepared.
