Custom WordPress Plugin

I need someone to create a plugin that includes various template files within a sub-folder ("forum-index", "forum-footer", and "forum-header" much like bbPress) or BuddyPress... If I activate the plugin, I should be able to open my theme's [login to view URL] file and insert something like custom_get_template_part('forum','header'). If my theme doesn't contain the file, it should use the file found within the plugin folder. If my theme DOES include the file, that should be used instead. And if a child theme has its own [login to view URL] file, that file should be used. I have found an existing solution that could used for this project: [login to view URL] [login to view URL] I could provide a zip file containing the relevant template files with placeholder text.
