Create a Wordpress Template

I need someone to setup the wordpress graphic interface for a personal website I need someone able to setup the text boxes and the images (Lorem Ipsum text boxes that I will modify later) All I want to do is to add text (or new pages) when needed and be able to amend/update existing content with minimal effort. Domain already exists and graphics are already setup (i mean i know what i want) but i need someone to do the hard part (putting pieces together). i am not very good in graphics so that i look for someone with clear ideas on how to organize a page + which fonts/images/graphic solutions to use. (check the screenshot). My budget is super low (up to 30 euros) for one-shot simple website creation and quick guidelines for me on how to maintain it.
