CSV to JSON, fix special chars issue

I need to split the columns of a CSV based on the ; character. Each CSV column containing data has a " " around it. While fetching the URL with the CSV, there is an issue with weird chars. Words end up as "Hintergrü" and cause extra unwanted ; and " in the script.
