Hi, I've developed earlier for one of the projects here a custom firewall based on Windows filtering platform. With it you can block all traffic (with some configuration options), some IPs or block all and allow some etc. I can send you demo of what I have and if you need blocking by port I can implement that but I'll need more details on how do you want it to work.
