Build a responsive Website from scratch using PHP, ajax, mysql

I have a website with so many complexities I am facing now. I am own a web developer but works on wordpress CMS not capable of doing this project from scratch using xhtml, jquery, mysql, PHP, Ajax. In the same it needs google map on contact page, contact form details send via email and also save in database table. website visitor should be captured using cookies and save the location of the visitor in database table, integrating donate by paypal, show total facebook likes and share in website footer, latest tweets just above the footer on home page. Some of the more additional details will be shared with confirmed freelancer.
