I not only create responsive themes for Drupal, but have been involved in creating several modules for the platform over the years. Since you already have the CSS and html ready to go, it should take 8 hours or less to translate that in to a fully functional Drupal theme. I did have one question: Are there any particular modules that you're using for the site that will require the design being applies to them as well? For example, some social plugins, comment enhancers and galleries use their own theme files and need to have styling applied so they match your design. I look forward to speaking with you further.
