Build a Single Page App that displays floating emoticons over a background image.

I need a very simple single webpage application (SPA) that would be used by people in a small cafe to record how they feel when they arrived. The startup screen needs to (1) load a background cafe image, specific to that installation, dynamically; (2) allow multiple people to 'add themselves' to the page as floating emoticons by clicking on an ADD button then entering their first name and selecting a emoticon from the list; (3) The floating emoticons would be added to the page dynamically (JavaScript); (4) Use [login to view URL] to manage the floating images on the screen. (5) Find a set of public domain faces similar to [login to view URL] (or use this one or a subset of this one). It would be helpful, but not required, if there was only the one image with all the faces one file and the faces where accessed as sub-icons (see [login to view URL])
