ArcGIS Online - Create GIS Application

Hello, I have a list of rest services and 21 shape files that we must display on our gis application. We currently have a subscription to ARCGIS Online. Requirements: 1.) We need to display the parcel dimensions of the shapefiles. I believe this can be done by creating a parcel fabric. This feature will be toggled off by default and user can toggle it on to see dimentions of parcels - [login to view URL] 2.) We need to create a custom button the loads when user clicks on parcel. This custom button will make a SQL query to our server and grab the correct file path to display to our users based off the parcels GIS PIN. It's a pdf document that will be displayed. 3.) We also need a button that will take users to our properties page once again based off the GIS PIN. Our website URL would be like [login to view URL] 4.) Need to display approx 6-10 layers that come from rest servers and also need to upload approx 5 more shape files. Default basemap will be "STREETS". We're looking for a LONG TERM GIS developer expert as we have much more work that will be needed after this project completion.
