WordPress plugin to extend functionality of WordPress theme (adding recording capability to page) - repost

I need to extend an existing WordPress theme and add some new features into it. For project owner 1) Change "Locations" to "Languages" 2) Add new section to input text strings and select languages and optionally upload an image for each string and rate string 3) Can specify saving audio and image files in local directory or a S3 bucket For project worker 1) Add ability to record audio in high quality format and save it for the job. I prefer a solution that can work on mobile browser as well as desktop browser. Lots of Flash solutions but wondering if there's HTML5 that can work in Chrome in both Android and IOS.
