Advertisement website

I am looking for a profressional and creative developer who can work with minimal follow-up.

Please provide a quote for this project.

I would like to split the work in 3 parts, so please quote the price/time for each part:

1. The analyst work to clearly define the project

2. The design work

3. The development work

The project is for an online advertising website.

This will be a free service, so no payment interface is required.

Users will be able to register and post their small advert, just like the advert section in newpapers. (eg: "selling Playstation 2 for 100$, Please call 02 22 22 22 22).

There should be all the usual protections for this kind of website, like refresh protection, bot protection (eg: with an image generated with numbers on it).

As well, there should be a management interface to accept the posts and archive/disable the unwanted posts.

The posts will expire after a chosen period of time.

This should be done in a scripting language such as php/ruby/python/perl and use a MySQL database. Preference is PHP.

Please advise two quotes: one with using an existing open-source solution and one with a complete development.
