PSD to Joomla or Wordpress Development

We have 26 psd files which are the design for a website. Jason has sent you two files by skype as they are too large to send on here. pdf "BL web [login to view URL]" showing all of the psd file page designs. Some however may not be used. It should be a maximum of 20-25 pages in total. This is a longstanding client of ours who we have many projects for and who is also in our building so they need to be looked after well. Attached is a ppt presentation "BL Introduction" which contains the content for the site. Attached are both the design and also the content material. We have been asked to place this onto a CMS system. We would add dual language switchers to enable easy navigation between the language content for both the user and also the administrator of the website. The back end administration must be in English and Chinese. We will provide the English and Chinese content for the front end but not the backend. We are aware that joomla has a great simplified Chinese language pack so our client will most probably prefer joomla as they are Chinese. Following completion the website users must be easily able to add content, text and pictures in both Chinese and English. There must be a Language switcher with administration capabilities for all menus and articles on the site. There must be a Contact form which will contain fields of clients choice and which can be added to for the form to then be emailed to the site administrators. There must be Backup functionality setup to ensure no loss of content and easy restore functionality also. There must be easy to add SEO and also a sitemap containing all the links. There must be no broken links or errors. The site should take no longer than a few weeks to complete. When you accept the bid we will provide you with the psd files. On the projects page they will require the sections: China and USA to be set up and then within these categories Under development/Developed and Pipeline Projects. You will see what we mean.
