yii/laravel school web app

We are looking for a talented, experienced yii or laravel developer (PHP) who is comfortable with relatively tight deadlines. We are developing a Minimum Viable Product (MVP) for a school management web app. For this reason, the UI is not really important but we would like a modern, mobile-friendly UI based on bootstrap. We have some design ideas/suggestions but please feel free to suggest changes if it can considerably reduce cost and development time. Here is the list of the main entities that the app will manage: Users, Fees, Payments, students, teachers, levels, subjects, classes, courses, tests, grades, and results. The app will have around 43 pages/views: 30 are basic CRUD views, 7 are more specifics list views (with a specific design) and the rest are miscellaneous views like login, user profile, etc... The database will have 19 tables (after denormalization). We will provide a very detailed document with all the functional requirements AND the database design (ER diagram along with table details). No need to have school domain knowledge. You will just design the views and connect them to the DB the way it's specified in the document. We need a developer who can quickly and efficiently develop the app based on provided design and features. The app will be extended later, so we need a developer with good coding practices. All list views need to be sortable and filterable and the create/update views some basic javascript validation.
