Web Site Data Scraper - Java or Python

I want to have a process for extracting large volumes of data (i.e. screen scraping) from a county web site. Property records can be queried and viewed one at a time. I want to download portions of data for every residential property in their database into a file that I can subsequently load into MS Excel or MS Access and analyze in a variety of ways. I do not have a list of properties to feed in to do the query, but once in the query results screen (image included), there are “Previous Parcel” and “Next Parcel” hyperlinks that allow you to move forward or backward to each successive property in the county's database. This should be a fairly simple application to develop. I have provided all kinds requirements specs in the two attachments. See them for more detail.
