Windows app that checks individual tasks and shows them as MSN

I have a task assigment application developed in ASP-Access. In that application users can log in and see their tasks, assign tasks to other users, etc. The idea is to develop a windows applcation, that stays active on the taskbar and verifies every 30 minutes (in a remote server) what tasks are due/new for that user, and news. If there is a task that complies with that criteria, a small alert (like MSN) will appear in the lower right corner of the desktop for that user. The user must be able to click on that alert and be taken direcly to his main page of the application. Alerts will only appear once every 2 hours. The application must be in spanish. There can be a file to translate. (I will do the translating to spanish) The application must be "good looking". See the screenshot attached for an example. YOU CAN LOG IN AT: <[login to view URL]> USER: DEMO PASSWORD: 123 ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP.
