php ffmpeg mp3 to ogg, m4a to mp3,ogg.. the ogg needs to work with jplayer audio playlist player

Output files must work on jplayer audio playlist player ([url removed, login to view])
All files are audio:
- User uploads a mp3, use ffmpeg to convert the mp3 to ogg.
- User uploads a ogg, use ffmpeg to convert the ogg to mp3.
- User uploads a m4a, use ffmpeg to conver the m4a to mp3 and ogg.
It would be great if you could just take any audio file and convert it to mp3 and ogg.
It should only be around 3 lines of code. Right now for mp3 to ogg I am using shell_exec( "ffmpeg -i $einput -aq 60 -map_meta_data 0:0 $outputd" ); and it outputs a valid ogg file, but it will only work on vlc and not on a browser or phone.
