Custom Video Duplication / XML Creation(repost)

I need a custom app that allows me to specify a mpg file or a 3gp file as well as a template of an xml file. I then need it to duplicate the video based on the number of keywords selected. It also needs to then create an xml file for each video based on the specified template. I then need it to put these files in the specified output folder. I need to be able to specify the setup of both the templates and xml files. I will need this to be able to be run manually by pressing the 'run' button and also automatically via watching for a new INI file in the watch folder specified. Please see the attached images and coresponding text descriptions for each image to see how I see this application being laid out. If you have any questions please feel free to ask. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
