I need an excellent graphics artist to transform some photos into superhero-looking character by editing the photos

What I want is:
- Enhance the photos = sharpen, balance light
- Add special effects around the man = light flashes, beams, neon
- If possible, replace his jeans with black leather pants
- Finally add a sci-fi environment around him
- Any other creative ideas you might have
