Cellphone Application for controlling and displaying data from a BMS

I need a cellphone application for a BMS that can display and control data sent via a RN-42 Bluetooth Module made by Microchip which gets data from a Microcontroller from Microchip Part Number PIC32MX130F128L-I/PT. I will need it to do many things which may not all be listed here but as an examples. I will need it to graphically display power in and out, current in and out, resistance, temperature, time, and voltage. I will also need it to control the cutoff voltage, a heater, a feature to locate the battery based on GPS and bluetooth maybe, a feature that only allows the battery to switch on when cellphone is within the vicinity that the user can turn on and off. This will have more feature than this but this is a good start. I can provide more in depth detail by putting you in contact with the engineer who is designing it if I decide to use you and as far as development I do not have any language preferences except that it runs on all cellphones. I can also send over an example of what I would like the UI to look like.
