Beginner Ionic Android App

I need to build an Android app for a tablet, and I wanted to use Ionic to develop it. But I have gotten no where so I need someone who can start it and build it in a way I can take over. Here is what I am looking to have done: Bluetooth Connectivity The app needs to connect to an Arduino via bluetooth. I would need a settings page to view available devices and select which one it connects to. I don't know what commands you can send the Arduino, but I need to be able to specify something like an "open" trigger and a "close" trigger, with the ability to set how long of a delay is between the two. Basic App I want something like the game "memory". Show four objects on the screen, hide them, and then show a single object. The user would tap which of the hidden objects matches the single object. A correct answer triggers the Arduino. I really just need the app started, and connecting to the Arduino. I think I can finish it out once I get it to that starting point.
