Build me a Machine Learning Data Algorithm for daily use...

Here is a overview of what I need: I play a computerize horse race game sometimes daily kind of like video poker but a difference in that this is 1 horse race daily format. Here are the rules of the Horse Race Game: 1. You pick your three favorite horses: one to finish first, one to finish second and one to finish third. Next, pick your Race Time, which is the time it takes for the first place horse to finish. 2. The Race Time will range from 1:40:00 to 1:49:99. That’s one minute and forty seconds to one minute and forty-nine point nine, nine seconds. All you have to do is select the last three numbers. If you choose 1:42:31 as your Race Time, you would only mark the last three digits 2:31 on your pay slip. I know the machine is using some sort of pseudo random number generator which can only output a certain amount of random numbers before it starts giving away information about itself. I need for the Machine Learning Data Algorithm to generate from the 4 to 5 years data I have to study the sequence of the data provided and predict me the best possible outcome to pick daily. I will need the algorithm where I can add data of the winning Horse Race and time daily because it is only 1 race daily.
