Partnership Advice needed

Hi. I am looking for a legal expert to give me some suggestions before I start my small online shop. I would like to have an hour or two discussion to reach a conclusion. The problem that I am having is with the partnership arrangement. I don't have money but I have concept so, I want to keep 40% of the partnership share but the rest 60% I will sell it 10% to each individual but again I am not in a state to sell this 10% expensive because the business will work or not is another story. But I don't want to limit the future of business due to the small funding because once I have sold all percentage of partnership in future I will not be able to sell at higher price to bring in more funds to grow the business so, I am looking for an advice as what could be the legal arrangement of partnership where I could get rid of the current or be able to bring in new partners. I will award this to most affordable price bidder because it is just a quick consultation and no paper work :-)
