Rap/Hip Hop Marketing Research -- 2

I'm a rapper from Chicago and I'm in need of some useful contacts/websites to promote my new singles. I mainly want someone to do 3 things. If you think you can do all three that'll be a blessing but I mainly want to use the one you feel most confident at. 1. Do a little digging/emailing and find rates for youtubers that do reaction videos for independent hip-hop artist and main stream hip-hop artist. (20 Contacts and Rates are fine with me) [Must have a following of at least 25,000 people] 2. Find LEGITIMATE Repost Services/Networks or even soundcloud users that repost music for a small fee. [NO CHANNELS THAT HAVE BOT FOLLOWINGS] (I need at least 20 services or users w/ rates) 3. Find Spotify Playlist I can potentially get on as a hip-hop artist. I really need the email or the instagram of the owners so I can shoot my shot at getting on their playlist. (Must have at least 2,500 - 5,000 active listeners w/ average plays ranging from at least 1,000 per song) I'm willing to do $20 Per Task and $60 for all of the task being done. Which come down to $1 per contact and rate. (I Don't Need Rates for the Spotify Playlist.) Thanks so much for helping out!
