Simlpe Template Animation / animate my graphic design (Illustator file) in a MP4

Hello! I work on a project for a corporate client. Need someone who can deliver this well done and quickly. Follow-up work in the future is very likely. I need help to animate my design (adobe illustrator) using after effects. You return me the animation as a .mp4 AND .gif file back. The graphic design consists of many lines and few circular shapes. I want lines to start appearing (animation) the file from left to right. Animation starts a simple basic background photo / the logo of the client. One line starts appearing starting from the bottom left side. After ONE THIRD of 1st line appears, 2nd bottom line starts appearing too. After TWO thirds, of the 1st line appear (and one third of the 2nd line), then the line starts appearing. And so on until the drawing is completed. At the end when the drawing of the line is completed the yellow circles start to rotate in a medium time. The entire animation can be around 2.30 minutes. Your animation a video .mp4 and a .gif version
