Software to create HTML pages needed

I need a utility created which will do the following: I will have an Articles folder with a random number of articles (articles will be text files, paragraphs separated by spaces in notepad). I will have a CSS folder with a random number of text files with css (each file with a different style) I will have a Title folder with a random number of text files, which have just 1 line in them, which would be used for the Title and the H1 I will have an Images folder with a random number of images I will have a Links folder which will contain a random number of text files, each text file will have 1 sentence and include html. An example of these will be, For more information, visit <a href="[login to view URL]">[login to view URL]</a> I will have a Videos folder which will contain a random number of text files, each text file will have 1 Youtube HTML embed code, an example being: <iframe width="560" height="315" src="[login to view URL]" frameborder="0" allow="accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture" allowfullscreen></iframe> I would like a utility that will ask me "How many 1 Page HTML pages would you like to create? It should then ask me the destination folder to put them into. Example: Let's say I input the number 12. I would like the utility to do the following: Create 12 separate 1 page HTML pages. For each page it creates, the utility should do the following: 1. Use a random title from the title folder (go in and select one of the text files and use that line of text for the Title tag of the html page), and in addition to naming the html file the same thing as the title, the first line of the body of the page should be an H1 using the name of the title. (example: Elephants are [login to view URL] (Title would be Elephants are large), and the beginning of the body would be and H1 Elephants are large 2. Use a random article from the Articles folder 3. Apply a random CSS styling to this page, and put the styling in the header so I do not have to reference an external stylesheet 4. Insert a random image somewhere into the article (it can be at the beginning, but I would prefer a random place. Also, the image alt tag should always be the name of the image filename but not includeing the extension. Example: filename [login to view URL], the alt tag should be elephant 5. It should add a random sentence from the Links folder and inlcude it at the bottom of the article, and it would be nice if it had it's own <p> tag. 6. I would like it to randomly select embed code from the Videos folder and embed the You Tube randomly into the HTML page somewhere. 7. It should output the 12 separate HTML pages into the folder I had selected. The HTML pages are standalone pages. The goal is for them all to look a little different to a search engine, which is why they need to randomly select a CSS styling and a different title, image, and article, video, etc. The pages do not need to look elegant. I need this as soon as possible. Hiring Preference is for the best price as well as time to complete being short, as I am needing this right away. Preference will be given to freelancer who is able to complete it within a day or two.
