Online deals community and coupon portal

I'm looking to start an online community that would be a hybrid between [login to view URL], [login to view URL] and SlickDeals.net. This will be just web based for now. It will be a categorized forum where users can post deals that they find across the internet. Before deals are posted, they must be approved by a moderator. My moderators will also double as deal posters as well. All posts can be modified (edited or deleted) by moderators. Posts will have a deal expiration timer. The posts won't be deleted once expired, they'll just be marked as expired.. Also, posts can be featured. Featured posts will appear at the top of all other posts. Posts/deals will be listed from top to bottom based on popularity. Posts will be able to have thumbs ups or thumbs down. Also, all posts will be shareable to Facebook, Google+, Twitter or Email. Since this will be a community, there will be a points system (To be determined how many points will be awarded for what) for users and there will be a weekly, monthly and yearly leaderboard. There will be a referral system that gets users points. There will be several achievements that users will be able to get based on different things. (To Be Determined. Can get achievement icons from a stock graphic website... Thinking something like point achievements, 1k, 5k, 20k, 100k, Weekly winner, monthly winner, deal voting, posting deals, and being an affiliate. Probably around 25 achievements.) Users can log in/sign up via Google+, Facebook, or register via Email. All users will have to choose a username regardless of how they log in. (Similar to [login to view URL]) This username will be what's used in the forums, etc. Users can have a thumbnail picture. I can get some royalty free ones that they can choose from for now. In the future they'll be able to upload a picture that will need to be approved by a moderator but I don't want that feature quite yet. Deals posted can have replies and any replies can be marked as spam. Once marked as spam 3 times it will be brought to the attention of moderators so that they can delete the spam and possibly ban the user spamming. Posts and coupons will be able to be favorited by users and users will have a dashboard which shows their points, last 3 posts, favorite posts or coupons and they will also be able to setup a deal alert. Deal alert would be for people looking for a specific keyword. For example, they might be wanting to find a deal on a "TV" so they can setup a deal alert that emails them when a deal with the keyword "TV" is in it. There will be 1 super-moderator that can keep track of the moderators posts, bans, and approvals, non-approvals, etc. Also, any posts deleted will go to a "bucket" where in 3 days will be permanently deleted. The super-mod can un-delete any of these posts. I'm also interested in having a deal/coupon portal that can be managed through an interface or some sort of content management system. Also, I love GeoQpons and their local coupons that they offer. I think they use an aggregator, I found what they used when I first looked into them but recently I was unable to figure out who they use to aggregate their content. If we can't figure out how they aggregate local deals, I'm interested in a system to manually add local deals and just go through ValPak and MoneyMailer deals and have a team that adds stuff manually. So when deals are manually added, they will be entered with a zip code. Users who are looking for local deals will have to enter their zip code and nearby deals (30 mile radius or so) would show. I do like how [login to view URL] is designed but of course I don't want to copy them. Also, I am interested in developing an android app but I will probably wait on that. Being I'd like an app developed in the future, ideally I'd like to find a company that does both web and app development. I'd ideally like to have this finished in at least 40 days or so if possible. I think that covers about everything.
