DQOY - Surfing Anonymizer Website with IOS and Andriod App

Want to create a website that anonymizes a member as they surf the internet. The concept is that a subscriber can surf the web anonymously and as a generic user / IP that is used as a decoy.
The surfer must be totally anonymous and sites must treat the surfer as a real surfer - some anonymizer tools don't work well with websites. Maybe cause cookies cant attach? Or surfer is identified as a virtual IP? Not sure how that could work. Need you to help figure it out.
How would it work and what levels of privacy are reached to protect the real identity of the surfer and what they are surfing?
How else can I monetize the service? Maybe free service with ads to be seen with each site visited and an ad free version with yearly subscription? Can I place code in the backend so my cookies attach to the surfer for affiliate commissions like with Amazon, Ebay, ClickBank?
Are there different levels of anonymousness?
Would need a full website, backend functionality, IOS app and Android App.
