Create Banner For Website Matching Old

I am upgrading my current website and adding important functionality from old website that needs to be moved to new website. I need the existing banner from old website to move to know one based on rotating pictures from clients that have paid for the space. This information will be from a database showing usergroups with expire dates. When date expires they are no longer on the rotation for display. There are different banners for different pages. The banner headspace will be devided into three sections. The first is the above mentioned banner, the left will be a way to narrow search based on type, county or town, the right will be an small google map that shows area selected. This code is working on existing website but will need to brought up to date and possible modified for current site layout and design.
