Build a Website

I have a website which I use as a testing ground for my clients. I would like to load and test various scripts or programs over long time. Nothing super complicated. I have joomla 3.5 installed on my domain. What I am looking for is a PHP / HTML guy who can help me write some scripts in PHP and load it on my site. I will provide a login name to the site. For now I need to build and test an intranet mockup. It should a page where you keep records of all customer. 1 page per customer. So all employees can see the page (no password needed) to refer to special notes. I also want ability to any employee to make edits with their user name and the edits must also be tracked (times/dated). This is not a rush project and I also don't want to spend too much money either as this is a mockup to try to impress customer with idea and win order. So all money I spend for you is from my pockets and I have no guarantees that I will win the project. Also, I would prefer to work with 1 programmer instead of team as my needs are simple and time is not that critical in most cases. Makes communication easy.
