Animated 1-min Explainer Video for Visa Applications

I am designing a website that allows international students to apply directly to attend English language schools and other education institutes in Australia.
The website will be supported by a number of apps and videos to facilitate students coming to Australia.
The first video I need is a 1-min explainer video to explain the visa application process, especially for a student visa. I would like an animated format so that I can have it dubbed in multiple languages.
I would like the explainer video to be based on my current graphic concept so that the video matches the interactive infographic, and planner application.
Since this project has many aspects, I am very budget conscious; however, the project is large and there is scope for further cooperation with the best applicant.
I have uploaded a document that details the necessary content of the video. This may need amending but it is the current, most up-to-date information on this topic. The applicant would have to make themselves very familiar with the application process and how it relates to my business, storyboard the production, and then have the storyboard and graphic content approved my me.
The successful bidder must be able to prove experience in this field by referencing past projects and providing verifiable examples of their work.
