100 Back Links URGENT! With Minimum PR 2

Hello Service Providers,
I need a total of 100 back links with a PR2 and above in 1 WEEK time. The Inbound links must be do-follow 1way permanent backlinks. All inbound links must be on related websites.
Excel Sheet should have:
*Anchor Text
*Date link submitted
*URL of where our link is located
*Google page rank of the link URL
*Keyword the site is associated with
*Date link accepted
Linking Rules:
*1way links only (no reciprocal links will be accepted)
*All links should contain the target keyword/keyword phrase (I will supply the target keyword/keyword phrase)
*All link pages must be permanent and static
*All links must be in text
*All links cannot include a rel=nofollow tag
*1 link per domain. All links must be from different Class-C IP addresses
*All links must be manually submitted ONLY
*All Link pages should be from US & UK English language sites only
*All Link pages must already be indexed and cached by Google within last 30 days
*All Link pages must be search engine friendly, i.e. no redirects, cloaking, framed pages, etc
*All Link pages must relate or relevant to topic
*No links from: guestbook’s, classifieds, dynamic inks, link farms, link-exchange programs, Free For All websites, hacker, pharmacy, illegal, pornographic or generally black hat sites.
PAYMENT Terms
Verification of the URL, PR, IP Address, Category, and Anchor Text of the links will be done prior to releasing the funds (you must provide an Excel sheet as outlined above).
I will require any links that do not meet ALL of the listed conditions above to be removed or replaced. (Any links that drop off over the the next 6 months will need to be replaced with equivalent PR links).
Please include 'I read the requirements and agree to all of the terms' with your bid to be considered.
