Sprite Duplication Identification tool

Our current project has a large sprite sheet containing about 1300 sprites at last count. We are currently using texture packer to identify duplicates but it does not always identify them all. We need to look at a sprite sheet and identify duplicate sprites taking into account position and orientation. Also, we need to fine "close" but not exact matches and tag them as well.
