Vehicle Speed Detection System uses OMNET ++ for Broadcast Video Data

I need help to help my project, which is detecting vehicle speed on a vanette using omnet ++, sumo, open street map and veins, when several cars are on the road that goes into a range of Road Side Units (RSU) and in front there is a red traffic light , and the vehicle has a vehicle speed that tends to slow down (40km / h to 10km / h) then a data in the form of video will be sent by the RSU to the vehicle, but when the light shows green, then the video must be stopped immediately, but when in a scenario , there are some cars that are heading to the traffic lights but the lights show green and show speeds that tend to be fast (10km / h - 40km / h), then the cars are not sent video
