Shell Programming to restrict features in windows Desktop

We would like to have a software that should allows us to restrict the actions in the end user desktop. Looking for an enterprise solution where in from central location We would like to apply the restrictions in client desktop
or Example I'd like to restrict the following actions
1. Delete option right click.
2. Delete and rename option from file menu bar in windows explorer.
3. Copy to folder, move to folder and Cut option from edit menu bar in windows explorer.
4. New folder creation should not be allowed from windows.
5. Some keyboard keys should not work like Del, Ctrl + D, Ctrl + X, F2, SHIFT+F10, Ctrl + N, Ctrl + H
