As per my understanding the function should trigger every one hour sync data from DB table to SQL table for that we can create a function app in .net core or .net we can deploy and trigger in azure function app or azure webjob.

I have worked on this type of work. I propose to make a Azure data factory(ADF) pipeline to be made to copy data from Document DB to SQL db... ADF doesn't require you to set up any VM or other things. ADF has scheduled triggers to be run at specified intervals. ADF also has a great UI and easy to maintain. Once setup doesn't require any technical stuff to maintain it. I propose to help you accomplish this within a day.
