I am looking for a lightweight and robust program that can be run on a raspberry pi. The program must be able to capture a frame from a RTSP stream at set intervals and save them locally and FTP it to a remote server. Program must be able to except a config file that is easy to setup, i.e. json or xml, for prams such as ip of RTSP stream, RTSP username and password, ip of FTP server, FTP username and password, interval and the error reporting url etc. Monitoring of inputs from the pi's I/O pins and alert sent to a remote server when state changes. A full log file of each capture and any errors. My background is in web programming and the time scale for this project does not allow me to learn a new language so I turn to you.

The capturing of an RTSP frame part can be done trivially using standard open source utilities. I've worked on live video streaming projects using the RPI and RTSP streams over Nginx. Allow me to solve your problem the right way! I plan to use Python to orchestrate everything and gpiozero to read the PI's GPIOs. Logging and error reporting, configuration, can all be easily done with Python. Eager to hear back and worth closely with you!

Greetings, I have gone through your project details it seems pretty straight forward, and surprisingly I have completed the same project to capture the timelapse of building construction with taking 5 images a day. I have used python for coding and currently work from the terminal. I believe the same project can be used by changing the capture source to RTSP. I hope it will not take more than 2-3 days to deliver the project.
