Program to send SMS via AT Commands and GSM Modems

I need a program that can control GSM modems via AT Commands.

Here is an example program that I currently use ([login to view URL])

This program is fine and does well but lacks some key features that I need in order to obtain stability.

Things this program lacks that I would like to see in your version.

1.) The ability to remove and add modems at will.

2.) The program must have the ability to stop using a modem that has any sort of problem.

3.) The program must have the ability to change the message being sent at any given time, if I already have messages waiting to be sent and decide to change the message. I would like it to be as simple as possible.

Things this program must include will be everything that the example program already has.

The GUI must be similar but not an exact copy.

You will get milestone payment after I recieve a working trial version of the application. I need to see the working beta before any type of payments.

This project will have to be done within a week. Bids beyond 1 week completion will not be accepted nor will be recognized.
