Need a app for both Android and iOS

Below are project instructions: Project Requirements • Technology- The website/ mobile app will be a casino game for entertainment purposes only. The game is played by 1 player and the dealer. The table is the same shape as a 21 table. Unlimited amount of people can crowd the table to watch the action, just like unlimited gather around the Craps table. There are no chairs. 
 • Algorithm-The website/ mobile app will include a custom programmed algorithm that will include a house advantage of 2.8% (House Advantage means for every $1.00 wagered, House will get 2.8 cents). The website will include bets. Players will use chips for betting (Even money. Bet a dollar, win a dollar. Bet 1 million dollars, win 1 million dollars.). 
 • Functionality-The game will be played with dice. The Dealer will have a "shaker" (cup) with 1 pair of Dice in it. The player has a shaker, same thing, 1 pair of Dice in it. A player is betting whether they will be closer to 2 or 12 THAN THE DEALER. Whoever rolls a 7 loses, including the Dealer. Ties are "pushes" UNLESS BET ON. There is 1 Dealer, the Dealer has a tray of chips in front of him/her. The table is divided up into thirds. One third of the table has the number 2. The middle third of the table has the number 12. The last third of the table has the word "tie". People put their chip on the section they feel best about getting. If one puts their chip on "2" they are betting they will be closer to "2" than the Dealer. If one puts their chip on "12" they are betting they will be closer to 12 than the dealer Shaker turned upside down and directly put on to the table, or player holds upside down within inches of the tabletop and dice roll out. • Multiplayer (online internet gameplay)- Users will be able to connect to the internet and play multiplayer game with other users. • Registration-The website will include a registration page where the user will enter general information including email address to verify and register. 
 • Login-The website/ mobile app will include a login page where registered users can login to the website with their respective registered emails • Sound effects-The website will include royalty free sound effects to be used throughout the website gameplay. 
 • Settings-This page will allow the user to toggle notifications on or off. Users can choose between receiving notifications, not receiving notifications and other basic settings like changing passwords. 
 I have PSD design ready. Low cost with a good quality is most acceptable to us.
