FLUTTER APP for save recent call online

Hi, I'm looking for a programmer who is able to make apps with FLUTTER for ANDROID, who can read recent calls and who can make REST calls.
I need:
1. save the address book of our software via a rest call (https) with json data (automatic in the background)
2. show if the number of recent phone calls are in the JSON list
3a. if the number is not present, the user must enter the name, the city and a description and send it to our server with chaiamta REST http api
3b. if the number you called is in the address book, you only need to ask for a description and send it to our REST http api server
4. store and mark with a green V if the record has been transmitted
