build an android app using react native (or Kotlin) to submit to google play

the app is a circular slide rule, comprising of 8 layers, one on top of the other, going from large (full size of tablet / phone) to small. all entered in the view. There is a couple of buttons that allow the snapping of the view to a degree, or allowing it to freely move and stop wherever, and another that changes the language of the artwork. This is on the art, no language support is required for the app other than English. Of the 8 layers there are 5 layers that need to response to a single finger touch and the touch can drag each 'ring' independently of the others. There is another button on screen to 'flip' the slide rule over to reveal a different slide rule composed of only 3 rings (each need to respond to use touch / drag). We have produced the iOS version (finished) and are almost complete on all the artwork. We require a react native (preferably) Android app, or if performance or requirements are impossible under react native, then a native Android app in Kotlin to be produced. We need to test this on at least one android device, but it needs to support as many tablets and phones as possible, although we are aware of the difficulties in ensuring compatibility. The 'phone' version will need some way to zoom in and out of the artwork so that the user can focus on the part they need, but it must always be responsive to single finger touch to move any of the movable rings. We will demonstrate how the iOS version works and provide all required artwork. We need the app ready to be submitted to Google Play and all code released to us on completion of the project. It's only one 'view' with two circular slide rulers (only one visible at a time.) We don't force this being a long, complicated or expensive task.
