cash book web based app

I want a web based app for a simple cash book which would show the credits and debits against each account and also show the ledger for a account when I filter for a specific account. the users should be able to add credit and debit entries in real time and the data should sit is some file in the back end (can be a excel or access database file) and also the web based app should allow login with user id and password for the multiple users to have restricted access of just making entry and one admin user who has got the full control to add multiple or delete all entries at one go.
