Convert simple Jpeg files to resposive html5 pages

Project Summary: I am building a mobile application using phonegap and HTML5. My graphics designer has designed the below graphics. I now need to make this graphics responsive HTML that will always be 100% width. So when I compile this to mobile application it will be full screen. When the screen is turned it will be full screen. When viewed on computer it will be full screen. It must look exactly like the designs below. I will then take the HTML5 and do some programming to make the system work. You can also use the Jquery mobile for the drop downs. Leave the drop downs empty for now I will use programming to fill them up with content. So I need (1) Html5 designs (2) Drop downs (3) Scroll sideways carosel (4) Scroll through listings Please take 10minutes to look at the designs. It is a classified application so people can post their businesses.
