Build an Online Store

I need to develop a food listing and delivery site based on wordpress(or any suitable CMS). The site should be elegant/modern looking(you should have design capabilities). Front End / Homepage : Like a typical online ecommerce platform where “images of cooked food” along with description of food and Price to be listed. The food listing will be done according to Lunch, Snacks and Dinner. So the user should be presented with available food listing based on time of the day. The site should have capability to register users and create account (link with facebook / google plus), contact details (mobile number and delivery address), and send email for confirmation of order processed and delivered. More details to be discussed later. Back end: Should have capability of registering and listing Cooks, their introduction, interests, current life, cooking style and past work (images / videos) . There would be a blog section for inspirations/ideabook, where people can discuss recipies and share common interests. To develop feature rich site within a limited budget,I think a suitable premium template after design modification and a range of suitable plugins may be best. But,I am open to ideas. Please keep in mind that in near future we will require an android and iOS app. The website and App should be in sync. I just need to avoid the debugging cycle of a custom website and reinvent the wheel. When you bid,please add the approach of development in message.
