Cs Cart tweak

We need the following work done to our new (not yet functional) V3.04 cs Cart: Change background colors on menus Create templates for html content that is not controlled by current cs Cart templates, so the content can be added as a block Set up volume discount levels, a percentage of product total---I think this functionality is available in 3.04 but I can't find it. Set up UPS and USPS shipping rate integration, rates determined by weight and location. Instruct me how to work within the CSS of cs-cart to make certain color tweaks, etc., or set up new css file that can control parts of the look and feel. I'm sure there will be more, but this is what I've discovered so far. I'm moving from a MIVA cart which is easy to operate but limited in functionality.
