Create HTML and CSS design from Photoshop

This project is very simple. The design is finished in Photoshop, and you need to convert the .PSD file to one [login to view URL] file, images and CSS style. Basically create a basic template. You need to cut the .PSD into images and create XHTML 1.0 Transitional (preferred Strict) valid HTML page with CSS. You may use HTML5 and CSS3 if you wish, but the template must be valid to latest W3C standards. It needs to work on all modern browsers: IE, Firefox, Chrome, Opera and needs to display correctly on mobile devices based on Android and iOS. It does not require touch support, but must rendered correctly. Support downward from IE8 is not required. The HTML template must support dynamic height, meaning the footer of the page is always on bottom, no matter the size of the content. It should require 2-3 hours of work. Give some reference of HTML designs you created please. Note that I will not release any funds until I am satisfied with your work. The work must be quality and for that you will be fairly paid. Sloppy and invalid templates will receive no funds. Thank you.
